Final Evaluation Review of FAO Regional Vegetable IPM Programme (GCP/RAS/209/NOR), 25 February 2009

Prior to the completion of Phase II of the FAO Regional Vegetable IPM Programme (GCP/RAS/209/NOR) in December 2008, the Norwegian Embassy in Hanoi called for a Final Evaluation of the project. The Evaluation, carried out from 28 October-15 November 2008, was intended to assess the achievements as per Phase II objectives and outputs formulated in the Project Document and actions taken in follow-up to recommendations made by the Mid-Term Review Mission that was carried out in November 2005. The mission also examined the impact of the project in promoting regional IPM collaboration and enhancing national capacities to implement IPM. The evaluation team was also expected to provide recommendations to the Governments, FAO and the donor on further steps necessary to consolidate and/or expand the work undertaken by the FAO-IPM Programme as to ensure achievement of the developmental objectives. The evaluation examined the ways forward to further advance regional collaboration on IPM, including resources mobilization to ensure sustainability of the activities.

The Mission was comprised of Dr. Paul Ferrar (Team Leader), Mr. Carlos Tarazona (FAO-PBEE), Dr. Pham Van Du (representative of the member countries) and Mr. Jens Rydder (representative from the Norwegian Government). The programme included a briefing at FAO-RAP in Bangkok prior to inception and de-briefing at completion of the mission, country/field visits to Cambodia, China and Vietnam and interactions with other counterparts from Bangladesh, Laos PDR, Nepal, Philippines and Thailand during the Regional Bi-Annual Meeting in Thailand.

The Final Report was submitted to FAO on 25 February 2009. The Final Evaluation found that the Programme was important, timely and relevant particularly as countries are increasingly developing policies for food security, food safety and improvement of rural incomes and the FAO Vegetable IPM Programme is a key component of all of these. The Final Evaluation Team considered that the Programme Management was very efficient, and rated the whole of the FAO IPM team as giving exceptional performance. It also noted a high degree of coordination and dialogue between FAO and the national programmes. The Mission advised for a continuation of the work focused on vegetable IPM but responding to urgent pest management needs in other commodities, as they arise. FAO is now formulating its response to the recommendations of the Review afterwhich the Report will be submitted to Government(s) and donor together with its comments.
