Mid-Term Evaluation of Regional Programme
“Towards a Non-Toxic Environment in Southeast Asia”
3-19 November 2011, Bangkok, Thailand

The Mid-Term Evalulation of the Swedish-supported regional programme“Towards a Non-Toxic Environment in Southeast Asia” was carried out during the period 3-19 November 2011. The evaluation builds on an earlier review commissioned by Sida in 2009 and covered the main features, experiences and results of the programme from 2007-2011. The review aimed to generate suggestions for adjustments in programme strategies and workplans for the remaining years of Phase I (until the end of June 2013) and provide recommendations and identify priorities for a possible Phase II of the programme (beyond June 2013).

The Evaluation was contracted out to a Swedish-based company, Professional Management. The Evaluation Mission Team was comprised of four members including Dr. Arne Svensson (Team Leader), Mr. Daniel Shallon (FAO Office of Evaluation), Dr. Gunilla Bjorklund and Dr. Dam Quoc Tru. The Review started with a Briefing and culminated in a Debriefing in Bangkok attended by all programme partners - FAO, the Swedish Chemicals Agency (KemI), Pesticide Action Network – Asia Pacific (PANAP) and The Field Alliance (TFA). Country/field visits of 4-6 days each were carried out in the four programme countries: China, Lao PDR, Cambodia and Viet Nam.

The findings of the Review were overall positive. The report of the Mission is expected to be finalized before the last week of December 2011. The final results will be used by the programme partners for further development and implementation of Phase I of theprogramme and for formulation of a 2nd Phase Programme.
