Vietnam National IPM Programme and SEARICE hold Project Self-Assessment and National Consolidation Workshop

The Philippine-based civil society organization (CSO) Southeast Asia Regional Initiatives for Community Empowerment (SEARICE) in cooperation with the Vietnam National IPM Programme held a Project Self-Assessment and National Consolidation Workshop in Hanoi, Vietnam on June 19, 2009. The workshop was part of the self-assessment process carried out by the Community Biodiversity Development and Conservation– Biodiversity Use and Conservation In Asia Program (CBDC-BUCAP). Technical staff and farmer-trainers had been trained earlier on how to facilitate a community self-assessment (CSA) including the use of assessment tools. The first round of CSA was at the community level, followed by the workshop in Hanoi where project staff, PPSD, extension agents and others who are directly involved in project implementation did their own assessment of the project. The process of CSA was carried out to get feedback/reactions from stakeholders and their views on how they think the CBDC-BUCAP project should move forward.

In addition to Vietnam, CBDC-BUCAP is currently being implemented in Bhutan, Lao PDR, Philippines and Thailand. The key objectives of theregional project are to: 1) conserve and develop plant genetic resources (PGR) diversity 2) improve livelihoods through sustainable use of PGR, 3) strengthen community management of PGR, 4) enhance capacity of local institutions to support on-farm PGR management; and 5) affect policy environment with positive changes towards the protection of farmers’ rights over their PGR.

Stakeholders representing relevant government institutions and CSO partners participated in the workshop including the Cuu Long Rice Research Institute, selected provincial People's Committees, selected provincial Seed Center and Extension Centers, representatives from national offices of the Food Crops Division of the Department of Crop Production, Department of Science and International Cooperation of the Vietnam Academy of Agricultural Sciences, and the Field Crops Research Institute, Oxfam America, Sustainable Rural Development (SRD) and  FAO. The participation of stakeholders from various institutions and CSOs was an opportunity to project the work of farmers on plant genetic resource (PGR) conservation. Participants were impressed by farmers’ achievements on plant breeding and seed production but more work needs to be done to convince the government to support and allow farmers to play a key role in on-farm PGR management.
